Year 2009, the back to back Typhoon Pepeng and Ondoy hit the Philippines and several lives of Filipinos were affected by massive flooding in Luzon. Farmers lost their farmlands along with their crops. Millions of Peso were said to be released by the government under the administration of former President Gloria Macapagal Arroyo from the Malampaya Gas Project in Palawan to help the flood victims. But the big question now is, where did the P900 million allocated fund goes?
Based from the reports audited by the Commission on Audit (COA), P900 million was released by the former President from the Malampaya Project although according to Presidential Decree 910 signed by former President Ferdinand Marcos, the proceeds of Gas Project in Malampaya, Palawan must be used only for energy-related projects or purposes. Then what happened? She used the fund for typhoon victims without knowing that it was not stated in the constitution. The misuse and looting of Malampaya funds gave opportunity to all government crocodiles. The fund that was supposed to be given for Agrarian Reform beneficiaries turned up to nothing and it is still a guess where was now the P900-million allocated fund from the Malampaya.
Several government officials, former executives and corrupt officers from the Department of Agrarian Reform were now facing plunder complaints in the Office of the Ombudsman for the involvement into the alleged P900-million Malampaya fund scam. Together with them were President Gloria Arroyo and the Queen of the Pork Barrel, detained businesswoman and certified Pork expert Janet-Lim Napoles. In fact, according to some whistleblowers Benhur Luy, Marina Sula and Merlina Suñas, the Napoles’ Family was mainly involve in the Malampaya case since the children and the nephew of Napoles were the recipients of all the P900-million Malampaya fund. They were also presidents and active officials of numerous but illegal NGOs of JLN Inc. that were used to steal the entire released fund from Malampaya. Others were saying that the mystery behind the Malampaya fund scam appeared to be a “family business”. It seems that corruption becomes the family career of Napoles.
The Justice Department led by Secretary Leila de Lima was the one busy performing the duty for probing the P900-million Malampaya fund Scam through the dynamic participation of the National Bureau of Investigation (NBI), Commission on Audit led by Grace Pulido-Tan and other coordinating government agencies . At first the PDAF scam occurred. Secondly was the issue behind the Development Assistance Program (DAP) and now was the Malampaya Fund Scandal but still, these cases remain unsolved. The Philippine society was seeking for justice!
All the involved officials behind these graft and unprogressive practices should be charged with plunder case as soon as possible. Let us not wait for one more versions of corruption and bribery. These three were enough. P900-million was enough for “them”. Let us use the Malampaya funds only for energy-related projects. Preserve the Malampaya Gas Project and together we can make a big change!
